The Congress is preparing to take its annual Two week break for Easter.
On April 3rd the Senate Foreign Relations Committee made a Bold Gesture on behalf of US Foreign Policy.
It passed an Amendment to restore Money to Fight some Deadly Diseases in Africa.

Currently there are Several Medical Crisis Situations taking place in Africa.
In December of 2008 The Confused Eagle had an item regarding the Cholera Outbreak in Zimbabwe. It is believed that Hunderds of People have Perished as a result of this Epidemic and at least Ten Thousand People were Infected. There is no known number of the cases that have made their way into Botswana or South Africa but it is known that the Disease has been active in these two Countries.
In Recent Weeks a Small Outbreak has occured in Kenya killing Dozens.
Another Disease that is on the rise is Menengitis. The NGO Medisen Sans Frontiers (Doctors Without Borders here in the US) has roughly 3 Million Vaccines to be used in the Niger-Nigerian Outbreak Zone.
MSF also happens to be One of the NGOs that has been ordered to leave Darfur by the Sudanese Government. There are concerns that Meningitis could appear in Darfur in the Near Future.
Africa also has the Most Cases of HIV/AIDS on any Continent in the World as well. It is believed that 2/3 of all of the cases of Infection are on this Continent.
And There is a New Strain of TB that has made an Apperance in both Uganda and the Democratic Republic of the Congo.


The US Senate Has Restored over $ 4 Billion to Fight Disease in Africa.

Kudos have to be given at this time to Two United States Senators. They are the Current Committee Chairman Senator Kerry of Massachusetts and Ranking Member Lugar of Indiana.
When the Budget for International Affairs was first proposed it was for a Total of $ 53.8 Billion. The Budget then went to a Conference and was reduced to $49.8 Billion. At this time the Amemdment was introduced to restore the Budget to the Level that was allocated for FY08.
This Fund which holds the pursestrings for PEPFAR (Presidential Emergency Fund for AIDS Relief) also has allocations for other crucial items such as Fighting Malaria, Debt Relief, Education and Child Survival.
The Concern for Adequate Funding was so Great that both the Secretary of Defense and Secretary of State were actually calling Senators to support This Effort.
Another Interesting Item was that the Senate Passed this Amendment by Unaminous Consent.

These Conditions need to Be Addressed.
