If there is Any Entity that has to be pleased with the Outcome of the Visit to Africa by the Secretary of State it has to be the Perfumed Princes in the Pentagon.
 
Yesterday I posted an Item about the revelation of the Pentagon doing a War Game regarding the Potential Dissolution of Nigeria in 2015.
 
Today the Nation A Newspaper in Kenya not the News Magazine here in the United States had an item that will anger a segment of the US Population.
 
Africa Command (AFRICOM) is sending a team to do an assesment of the situation.

The First Question to be asked is who are these people and how many are on the way?
 
According to a AFRICOM Spokesman the team will be comprised of three people at first. They will be Civilians not Military and be specialists in the Medical Field and in Public Relations.
 
It is believed that the PR Specialist will aid the Government communicate to FARDC to reverse its image of corruption and rape into one that respects Human Rights.
 
This comes after a Promise Made to President Kabila by President Bush to train the NCO corps of FARDC in an attempt to reduce the number of rapes committed in the East of the Country.
 
The role of Militia Units integrated into the Army in the spike in Rapes which have also increased after the launch of Operation Kimia II earlier this year cannot be ignored.

The US Military is sending a team to determine what role can be played in this resource rich nation.

What does this mean? On the Surface the Government in Kinshasa is not pleased with the Efforts of MONUC in the Eastern Part of the Country. Militias have set up their own Systems of Government. MONUC itself cannot even receive its requested number of Peacekeepers authorized by the UN Security Council.
 
Just by Undertaking this task AFRICOM will be taking on its most ambitious project since being formed. It has been attacked in the past for lack of focus and meaning.
 
Earlier this year the Command was vilified for its Logisitical Support of Operation Lightning Thunder launched by FARDC along with the Ugandan Military and the Government of Southern Sudan. Did it learn anything from this perceived fiasco?
 
Clearly the Obama Administration wants to increase its role in helping the DRC rebuild. That is why there is an increase in US Funding in Rape Support.
 
But the Knives will come out as some people will say that there is no role for the US Military in the DRC. There is a reason for their logic. Has anyone forgotten what happened in Mogadishu in 1993?
 
Those who want to do this will say we can Help the DRC reform its Military, Rein in the Militias and stop the Abuse of Women.
 
Both Arguments are compelling......
