The New York Times had a very interesting story on Sunday.
 
The Item States that the US Special Envoy to Sudan Richard Williamson sent a Memo to Outgoing President George Bush.
 
It is not much of a Suprise to hear that the Special Envoy has reccommended that the United States take a stronger stance regarding Sudan. But what He is advocating could play into what the Next Administration could do.

The Memo sent by Mr. Williamson is an example by which the International Community is concerned by the Situation in Darfur.
 
The Fighting in Darfur has a role in the Internal Conflicts in both the Central African Republic and in Chad. It has been alleged that the Sudanese Government has supported efforts by the Chadian Rebels to overthrow the Government during the last couple of years.
 
Back to the Memo:
 
Some of the steps that have been reccommended include:
 
A Temporary Jamming of ALL Communication within the Sudanese Capital. This is believed to include Cell Phones, Traditional Phones and Internet Access.
 
Having the US Navy Board or Turn Away ships that are headed into Port Sudan.
 
A Full Embargo to Prevent Sudan From Selling Oil.
 
Having US Planes Intercept and Shoot Down those Sudanese Planes that Violate the ban over the Province of Darfur and threatening to Destroy the Air Force on the Ground if those who have been indicted have not been turned over to the ICC.

It has been asked that the US use Military Force in Darfur!

Another Possible Move would be Providing Surface-To-Air Missiles to the Government of Southern Sudan (GOSS). The Southern Sudanese Government is currently on a Crash Program to revamp its Military.
 
Currently the Bush Administration has been the ONLY to refer to the Fighting in Darfur as a Genocide. There has been intense Pressure within the Country for the US to launch a Military Intervention in Darfur but there is no clear desire for the US to take such an action.
 
It has been alleged that the Reason for the US not intervening is to promote counterintelligence contacts between the two countries. There are several insurgencies that are active in neighboring countries.
 
Recently the Sudanese Government praised the knowledge of the US Special Envoy made a Speech suggesting that the Incoming Obama Administration should test Diplomatic Actions first before taking any steps.
 
There was an increase in the number of Peacekeepers that were deployed to the Region as well at the beginining of this month as well.

This is an interesting Development.
